Does anyone know of any product that can dye dark hairs on arms blondish?

take hydrogen peroxide and mix it half w/ water. rub some on for 5 min. before a shower. do it a 2-3 times a week.no more. dont b impatient and use a ton or leave it on too long. if rash occurs stop doing it.
