A good eyeliner and mascara? ?

I want to get a eyeliner that suit single eyelids and will make my eyes look bigger. Should it be gel? Pencil? Liquid? My eyes are small and my eyelashes short. What kind of eyeliner will enlarge my eyes? Are there any techniques to make my eyes bigger? I heard about using white eyeliner. What kind? What kind of mascara I should buy that has no clumps, doesn't come off when I tear, and can make it look longer.
