Mascara needs to be changed once every 2-3 months. Yes you should definitely throw yours away! Yes it is fine to use concealer under your eyes, just don't use to much. I would use tinted moisturizer if you have dry skin, and because you are quite young, foundation may give you spots and it doesn't look nice either. You don't need translucent powder, remember you have lovely young skin so try to use as little products as possible. Tinted moisturizer, just put a little on your finger and gently rub it all over your face, mix a little with concealer to cover any blemishes.
