Why does my acne keep on resurfacing?

This actually might be your problem, as sad as that is. Sometimes, overmoisturizing or using too many products will overwhelm your skin. Acne also surfaces if you're stressed or don't get enough sleep. Also, it sounds like you're clogging your pores A LOT. Go to a dermatologist for more help if you like. Wash your face in the morning and at night, wear LIGHT sunblock and light moisturizer, or better yet a foundation with both of those built in.
